Footage taken by Animals Australia investigators in Indonesia has galvanised the Australian public in a call to end live exports. In response to the undeniable evidence, and reflecting the will of the Australian public, independents Andrew Wilkie and Nick Xenophon, as well as the Australian Greens, today submitted bills to end the live export of all animals.


Since the investigation footage first aired on Four Corners in May, Animals Australia has stood alongside Andrew Wilkie and Nick Xenophon, and their Live Export Prohibition bill, which calls for a phase out of the live trade over three years with the strictest provisions for the handling of animals during the transition. Whilst we would prefer live exports end immediately and also supportive of the Greens' bill which calls for the immediate cessation of the trade, we have chosen to give our full support to the independents' bill, which holds the greatest political weight, and hope for a permanent ban on the live export trade.

This historic bill was submitted at 8:40PM on Monday June 20th 2011. Below is the speech made by Andrew Wilkie in Parliament at the time.



Mr Speaker who could forget the shocking images of animal cruelty we saw on the ABC Four Corners program exactly three weeks ago?

For me the image, more than any other, which is seared into my mind is that of the black beast shaking in fear, the look in its eyes one of abject terror because it was the last of a group to be slaughtered and it had been made to witness the shocking cruelty metered out to one animal after another.

How on earth could the Howard, Rudd and Gillard Governments have allowed such shocking animal mistreatment to have gone on day after day, night after night, in countless slaughterhouses in arguably our most important neighbour, especially the one with which we have such a close link and provide such significant aid?

It's not like these governments didn't have cause to keep an eye on our live animal export trade given all the problems the business has experienced year after year, in country after country. In the Middle East alone eight countries have been identified mistreating Australian livestock during just the last eight years.

It beggars belief a succession of Australian governments have let us down in this way, as does the revelation Meat and Livestock Australia has been fleecing producers for years, raking in enormous fees off the back of the lie it was looking after the interests of the Australian live animal export industry and the beasts it deals with, only to be busted as an irresponsible, incompetent, dishonest and uncaring bunch of cowboys.

Mr Speaker no wonder there has been such an extraordinary welling up of public concern since the Four Corners programme. Even those, like me, who have been concerned with live animal exports for a long time felt energised to do whatever we could to finally do something and this Bill, the Live Animal Export Restriction and Prohibition Bill 2011, will do just that.

Most importantly the Bill will end all live animals exports by mid-2014, as it should, because the live animal export system is broken and beyond repair, and the arguments against shutting it down baseless.

For a start ending all live animal exports will not destroy our relationship with Indonesia, because our ties with that country are stronger than critics give them credit for and are certainly strong enough to survive our decision to stop selling it just one form of one particular foodstuff.

Nor will Indonesians go hungry because on average they consume just two kilograms of red meat each a year. In other words, even the complete removal of Australian beef would make virtually no difference whatsoever, except for more affluent Indonesians who tend to eat Australian beef and who have the means to purchase and store boxed Australian meat processed by Australian workers in Australian abattoirs.

And the Indonesian Government plans to be beef self-sufficient by 2014 anyway.

The religious dimension of this matter has also been mischievously overcooked by the live animal export industry, because the fact is that the overwhelming number of relatively affluent Muslims who tend to consume Australian meat would have no objection to buying that meat so long as it's been processed in an Australian Halal certified abattoir.

Moreover the argument is ridiculous that banning live cattle exports to Indonesia will somehow destroy the beef industry, because the direct and indirect value of the red meat industry in Australia is something in the order of $17 billion dollars and employs some 55,000 workers. By comparison the live export trade comes in at about $1 billion and 10,000 workers. In other words, ending the live export trade will have a marginal effect, even more so when the workers shift to the processed meat sector.

Mr Speaker the economic argument is in fact strongly in favour of banning live animal exports because of the way the trade is cannibalising the processed meat industry at the expense of thousands of Australian jobs. So any short-term commercial jolt will be limited while the medium- to long-term benefit will be enormous.

And in any case the three year phase out period stipulated in the Bill gives the industry more than enough time to move from live to processed meat. For a start within 12 months the mothballed abattoirs in Katherine and Innisfail could be refurbished and reopened, the mooted abattoir in Darwin could be well on its way to completion, and thousands of unemployed and underemployed workers could be trained.

Mr Speaker this Bill dovetails perfectly with the Member for Kennedy's Motion seeking to energise the Government's immediate response to Australia's live animal export crisis. His Motion, which I seconded and which is endorsed by both Animals Australia and the RSPCA, demands the immediate implementation of safeguards in Indonesia including the deployment of Australian Government officials as well as the provision of stun guns and other equipment before a speedy resumption of exports.

This is, I feel, a sensible and politically realistic approach - to quickly put in place effective animal welfare safeguards before the resumption of trade, pending the wind up of the industry within three years.

Such an approach also considers the graziers, the indigenous station hands, the truckers, the shipping line operators, the feed producers, and everyone else involved in the live animal export industry who are in difficulty right now from the jolt of this entirely warranted but nonetheless unexpected decision by Government.

Fast-tracking safeguards in Indonesia is also the only way to help the tens of thousands of animals currently in Indonesian feedlots who are being, and will continue to be, treated in exactly the same way as the poor animals we saw on Four Corners three weeks ago.

Yes, I certainly do see the point in abolishing the industry immediately because the live animal export trade is deeply flawed and no amount of remedial action can be sure to safeguard the animals. But good public policy demands a balance between rhetoric and reality. And there's no point coming in here with a popular response which fails to help at least the tens of thousands of Australian animals already in Indonesia.

Nor is there any point coming in here and calling for an outcome knowing full well it's just theatre and there's no chance whatsoever of it being achieved.

Mr Speaker, much has been said of compensation for the Australian live animal export industry and yes, the Government should help the industry deal with the current moratorium's commercial jolt. But let us not forget it's Meat and Livestock Australia which stands out as the organisation funded and trusted to safeguard Australia's live animal export trade and it's Meat and Livestock Australia which has not given a toss except to suck up the cash while showing complete and utter contempt for the industry which pays its bills.

Nor has MLA apparently shown the slightest regard for the poor Australian beasts in its care which, by any ethical measure, should be treated overseas to the standard or better demanded in this country.

In other words it is MLA which should now put its grubby hands into its very deep pockets and pull out the cash needed to help support the live animal export industry while the Australian Government puts in place the safeguards necessary before trade can resume.

Mr Speaker this country is at a cross-road. Yes, the Government has done the right thing by imposing a moratorium on live animal exports to Indonesia and I applaud it along with the Minister for Agriculture for doing so.

But the real measure of the Government is what it does next. And in this regard the Government must put animal welfare and the public interest ahead of everything else. It must move urgently to put in place the safeguards needed to protect the tens of thousands of beasts already in feedlots in Indonesia, and those which would follow them once the trade is allowed to resume.

More broadly I call on everyone in this place to support the Live Animal Export restriction and Prohibition Bill 2011. It already has the support of Animals Australia and the RSPCA. The support of the Parliament will legislate the safeguards our animals need right now and shut down a trade that is fundamentally broken, systemically cruel and not in Australia's economic interest.

Your voices are still very much needed. Debate on the live export prohibition bills has been deferred, meaning it is imperative that every caring Australian continues to make the community's views known to MPs and senators.

Half page ad promoting rally to ban live export appeared in main paper in WA today, p.22 - a half page. It is supposed to appear in all capital cities today.

I put the link below on another site but thought it might catch someones attention here also.  Attached is a link to a resent radio interview by Geraldine Doogue  with the former NZ Agr Minister who stopped the live export trade in NZ.
Hope you take the time to listen to it, it is up lifting as it shows there is still a life for all after the ban and that some govts can make operating in an economical and morally ethical way work. It just takes guts.

Fortunately we have a minister like Wilkie who also has guts to stand up for what is morally right. It is not easy to have to stand up to these bullies every day and Iam very grateful for his strength of character.

I have sent the link below to all the nine MPs opposing the trade and some others. Also to Ludwig with the hope that he might either be educated or shamed. Might be nice if he got a few more copies sent to him via email just so he knows we are not uninformed out here in the real world.

Thankyou Andrew Wilkie for the articulate speech you made to Parliament, so clearly outlining the reasons for banning the live animal export industry.  This is a cruel and unnecessary trade.  Protect animals and also Australian jobs by raising and then slaughtering animals here in Australia under humane and stringent laws. There are times when ethics need to override profits. And, as Andrew Wilkie indicates, if the industry were kept here in Australia, it would boost profits for the Australian market.  Thankyou, Jussey Verco.

St. Francis loved all animals & Franciscans bless pets on the his feast day); the universal answer was that our pets will be in Heaven with us because they are part of our ultimate happiness. I believe that animals are sent to us as Messengers, which is the Hebrew meaning of the word "angel", to assist, guide, & teach humans. They are not here on Earth to decide whether to follow God or Satan, the purpose of our journey in the flesh body & the determining factor as to the disposition of our soul. Since animals are not required to make the same decision yet are documented in the Bible to be in Heaven, I suspect that they are, quite literally, angels here on Earth. Thank you, God.
Please God Ban this live export trade. St Francis Bless their spirits and protect they as being tortured martyrs.

Andrew Wilkie, you speech reflected all we feel however there was one sticking point.  What is so special about 2014.  We want is banned immediately and forever.  Australians have suffered more than this set back for a minority whose wallets a normal size and not bulging.  How many payoffs have their been.  Who is bribing who. I want full disclosure now.  Ludwig I am happy to say is a "Drop Kick" much like his unelected leader.

New Start to fight a very dirty battle of politics and hand shaking with "Bloody" money.You should be a motivational speaker.  I'm back in.  Vote NO on todays 9 MSN poll, as we are losing use every computer you can find as you only get one vote and it must be done before midnight. The question is should the Ban have been lifted?  Your vote NO NO NO NO NO.  Everyone vote no  now do it.  How many computers do yo have in your house, at work, anywhere, Boot them up and vote NO to the lifting of the Ban on live export.

Everyone, we all feel bad. The reality is, the ban was not going to happen this round but it will happen.  However, it is not going to help to walk away. THe proponents of the live animal trade are hoping that you will. Don't play into their hands. Many politicians are opposed to the trade and RSPCA and Animals Australia are doing a good job and will speak. Think how brave Lyn has been and what she has achieved. It brought a whole section of the trade to a standstill for some weeks. Look at it as just the start. Don't undo it. Remember the power of the vote. In WA alone, Kwinana has said "no" to a port for the live trade and the Labor Conference held here undertook to phase out the live export trade. I don't even normally vote for them. There will be a huge response over the next few days. Put your support behind Animals Australia and the RSPCA and continue to empower them. You will feel so much better if you do.

Very disappointed.  I am withdrawing my monthly donation to AA as the money will be best spent elsewhere.  I was committed, now I believe the organisation is ineffective.  I only received my leaflets today.  Too late.

I knew this would happen all along.  I had a faint hope that the Government would listen, but no they pretended to be concerned, waited for the appropriate moment and announced the resumption.  As I said before Andrew Wilkie made a speech and put forward a bill. Now he agrees with the resumption with the "hope" to phase it out over three years. That's why I was against thanking them as they had not yet done a thing. They may have integrity but no thanks from me as they are paper tigers. The bigger bank roll you have the more clout you have even in the resumption of such a dispicable trade.
The poor "super cattle breeders in the have got their millions of dollars back.  I resent paying any compensation and I will never forgive the wimps that run this Government, and that includes the opposition and the independents.
SIt down to a nice juicy steak for dinner, and I hope you all choke and vomit on it.

Unfortunately, I have now sighted documentation from the media that the Federal Government has removed the ban on live cattle export to Indonesia. It has been documented that Agriculture Minister Joe Ludwig told reporters in Canberra that  "it is good for the Australian economy and mutually beneficial trade for both Australia and Indonesia" . OUTRAGEOUS !!!!! I will continue to campaign against this barbaric trade until it is TOTALLY AND PERMENANTLY BANNED !!!!!!

Is Animals Australia and the RSPCA going to film and monitor the resuming  of the cattle export up to the point of slaughter? as I don't believe a word the polititians have said such as: 'monitoring'  'limited numbers', 'selected approved abbottoirs'. They will never pass this new Bill. Photographic and Video footage is the best evidence you can continue to present and then stuff it down their throats so they can eat their words. I haven't eaten beef, pork or chicken since this began and never will again but I've also given up this fight for animal cruelty. I don't support the ban on export, I might not agree with it but I do believe it can be improved.  I've got sharper knives in my kitchen drawer they can have. I can't participate in this fight anymore, it's totally consumed me and I've been depressed ever since. I have absolutely no faith in any of the people responsible for the treatment of these cattle.
Sad and very disappointed.

My local news just advised that the Federal Government has approved to continue the live export to Indoesia !!!!!!!!!! I have scoured the internet but have come up with nothing. Can someone pleeaaasee elaborate as I  simply cannot believe what I have just heard.

Politicians can't say no to live exports for the rest of our lives because they want votes. Surely if they use reason they know we will vote them in if they ban live exports.I hope australians can limit meat consumptionafter watching Four Corners.The cattle farmers will survive this. They used to be tough people.What has happened to them saying they will shoot their animals. OF course animals throats being slashed is not much better when they are sent overseas.

Just back for this, as I couldn't wait to see what sob story they come up with.  Peter Harvey must have had to go on stress leave when he was admonished for making a comment calling us "knee jerkers". I expect he believes everyone thinks he is great.
Some "Joker" is going to shoot 3,000 head of cattle he was sending to Indonesia.  He is waiting for 60 minutes to film it all in the most emotional way possible.  I have always rated 60 minutes a very below grade programme for non thinkers.  Sensationalism, tears, drama.

At least 3,000 warm blooded lives will be saved from torture, torment and inhumane slaughter and transport practices.  It is the one good thing I have heard form quite some time.  A blessed saving for the animals.  I bet ther'l be tears from the "Moola Bulla" cattle exploiter who owns three stations that he can't afford to have so it seems.  I great relief for the cattle and I couldn't give a dam about his wallet situation.  Actually 4 corners seems th most credible of the lot.

Deputy Leader of the Nationals, Nigel Scullion is reported as saying that  "..(he) has warned of a mental health crisis following the cattle being shot or starved...it beggars belief...on someone who spent all this time growing these cattle, nurturing these cattle," cited under "RSPCA condemn farmers' plan to shoot cattle, suggest media stunt" in the "Herald Sun" today. I wonder what sort of mental health crisis they are experiencing over how their animals will be, are, and have been, treated in their ports of destination. No mention of that. I believe I will be writing another letter today.
